A storm force low pressure system will bring significant weather to SE Alaska on Friday. Rainfall will begin Thursday evening along the southern outer coast with a warm front, becoming heavy at times as it spreads northward overnight. The cold front will be stronger, moving inland west to east across the Panhandle Friday morning. Rainfall rates will increase to around a half inch over 3 hours, for a total of 1 to 3 inches through Friday night. A High Wind Warning is in effect for the Outer Coast from Cape Fairweather to Cape Suckling. The rest of the outer coast and locations near Clarence Strait will see a short period of strong wind gusts of 45 to 55 mph out of the SE with the frontal passage. Wind gusts of 40 to 45 mph are also forecast over the remainder of the inner channels. Expect a wind shift to the SW behind the front. Due to the fast moving nature of this weather system and some drying that has occurred during the day Thursday, flooding will be limited. Rivers and streams will rise rapidly in the advisory area. 1.5 to 3 inches of rain has fallen in the last 24 HOURS including 1 inch in the last 6 hours in the Mendenhall Valley. Additional rainfall of near 1 inch is expected over the area through mid day Monday. For the Mendenhall Lake: At 415 AM AKDT the stage was 6.2 feet. Flood stage is 9.0 feet. Forecast: 9 feet. The lake and river will continue to rise through the morning, even as rainfall rates decrease. Impacts: At 7.7 feet, Nugget Falls train begins to flood near the beginning of the trail. For the Montana Creek: A 400 AM AKDT the stage was 14.8 feet. Flood stage is 15.5 feet. Forecast: 16.8 feet. The creek will fall quickly after heavy rainfall rates Monday morning. Impacts: At 15.0 feet, the river is at bankfull at the gauge and water starts to inundate adjacent undeveloped fields. Water begins flowing over the low water crossing on Montana Creek Road. Heavy rain associated with an atmospheric river is affecting the northern gulf coast this afternoon. The heavy rain will shift over the northern half of the Panhandle through tonight and give a break to the northeast Gulf Coast areas. The band of moisture will continue to slide south into the central Panhandle as far south as Sumner Strait by Sunday. The heavy rain will then drift back north through Sunday night into Monday morning. The northern inner channels will be out of the heavy rain by mid morning on Monday but remain over the north Gulf Coast areas through Monday night. Highest totals are forecast to fall over the northeast gulf coast from Yakutat Bay to Cross Sound. Expect from 2.5 to 6 inches at lower elevations with up to 9 inches in the mountains. Major rivers and streams in the northern Panhandle will rise significantly with this much rain. Small, more quickly responding streams will have rapid rises to near bankfull levels with a small potential to reach minor flood stages on gauged streams. The situation will be closely monitored as the weather system develops. Rain will become heavy at times early on, first along the northeast Gulf Coast, and then shift south to the northern half of the Panhandle late Saturday night. Heavy rain associated with an atmospheric river will begin on Friday night and continue through at least Sunday night. Rain will become heavy at times early on, first along the northeast Gulf Coast, and then shift south to the northern half of the Panhandle late Saturday night. The heaviest rains will continue to shift south throughout Sunday morning, eventually reaching as far south as Sumner Strait mid day before shifting back north to the northeast Gulf coast by late Sunday night. Highest totals are forecast to fall over the northeast Gulf coast between Yakutat and Cross Sound. Expect from 2.5 to 5 inches at lower elevations with up to 9 inches in the mountains. September of 2018 will be long remembered for unusually pleasant weather with summer-like daytime highs, cooler than normal overnight lows, and plenty of sunshine. The month will also be remembered as exceptionally dry. During what is supposed to be one of Southeast Alaska's wettest months, all reporting stations recorded below normal precipitation. Three sites (Klawock, Haines, and Juneau) recorded all time record low September precipitation. The end of September also marks the end of the "water year", which begins in October of one year and runs to the end of September the following year. With record low precipitation totals both in October of 2017 and September 2018, the water year totals for Southeast Alaska range from only 60 to 87 percent of normal. Klawock, Petersburg, and Haines all reported their lowest water year totals on record. Additionally, the southern half of the Panhandle has been under moderate drought conditions since mid July. As the precipitation deficit increased in September, the southern zones were recently re- classified as being in a severe drought. This has, as far as we can tell, never happened before and does not bode well for the Tongass rainforest, the communities that rely on plentiful water for hydroelectric power generation, or Southeast fisheries.
