Trace of Rainfall overnight?
- Opinion: I think it's long past due that the mandatory
1% for Art requirement in State law &
CBJ code be rescinded. Nothing is stopping
a governmental entity from setting aside
a certain dollar figure for art for special
projects without an arbitrary 1% being forced
on government projects and raising the cost
of all public works projects. And it's not
right that just because it's cruise ship
passenger's head tax money paying $500,000
for the Aquileans it's OK to spend (waste)
that amount of money; but if it were "our"
money it's not OK.
- 2100 ADT: Aquilean sculptures light show
is in progress. There occasionally seems
to be an electrical or controller problem
with the lights flickering or going out momentarily
and not all lights (especially for the far
NW sculptures) being properly powered or
activated at times. Lights turned off for
the night at around 2320. They had been on
all night the night of Sept. 28 - 29 with
a steady whitish purple.

- 1915: The Aquilean sculptures light show

costing them thousands each year - CNBC | By 1010: 9 of the 10 "Aquilean"
sculptures have been bolted into place along
the waterside of the old Cruise Ship Terminal
dock and old Alaska Steamship Dock and they're
peparing to erect the last one which was
installed by 1145. Anchor Electric finished
up the electrical install at the sculptures
late this afternoon (they were still working
at 1730). As of 2000, and still at it at
2130 the color LED lighting system is being
tested & programmed. | By morning: Much
of Gastineau Channel is muddy

Heavy rain has fallen over the Juneau area with 24 hour
accumulations upwards of 1.5 inches through Wednesday afternoon.
Rain will intensify again through the evening with additional rain
fall amounts around 2 inches expected. Montana Creek is forecast
to rise above minor flood stage, see Flood Advisory. Other local
rivers and streams such as Jordan Creek and Mendenhall Lake will
also show sharp rises but are expected to remain below bankfull.
Along with the rain, gusty south winds of 30 to 40 mph will occur
across much of the area through this evening. Wind and rain will
make travel difficult.

conditions warrant.

WEDNESDAY...
Nearly five inches of rain occurred Tuesday in Sitka and most of
that came in just a few hours late Tuesday afternoon. Rain amounts
between two and four inches were fairly common over the southern
half of the Panhandle Tuesday. River levels rose accordingly but
there is no known flooding occurring at this time.
The area of significant rainfall shifted farther north Tuesday
night. As of 6 AM Wednesday heavier rain was occurring from around
Glacier Bay to Yakutat. The weather front causing the rain extends
offshore and well to the south. This rain band will move east
during the day Wednesday. Rainfall intensities will increase from
Skagway to Juneau to Sitka by this afternoon. Two to four more
inches of rain are likely through tonight in these areas. Rivers
such as the Taiya near Skagway, Montana Creek near Juneau, Indian
River near Sitka, and Falls Creek near Petersburg could rise
sharply to bankfull Wednesday afternoon. Rain will spread back
into the southern Panhandle later today and especially overnight
tonight.
Along with the rain, gusty south winds of 30 to 40 mph will occur
across much of the Panhandle. Temperatures were very mild around
60 degrees in many places all night last night. Wind and rain will
make travel difficult today.

Bands of rain, heavy at times, are forecast to move into the
Juneau area Tuesday night and will linger into Wednesday night
before beginning to move east. Forecast rainfall totals through
Wednesday night are expected to range from 3 to 5 inches with
most of that falling between Tuesday night and Wednesday night.
Rivers, lakes, and streams will rise significantly during this
time. Montana Creek in particular will likely rise to near or
above minor flood stage of 15.0 feet by Wednesday evening. As of
11 AM Tuesday, Montana Creek was at 12.2 feet. The forecast crest
is at 15.7 feet before dropping late Wednesday night. Montana
Creek Road could have some water flowing over the low water
crossing Wednesday evening. Jordan Creek is also forecast to rise,
but is only expected to possibly reach bankfull conditions at 9.2
feet late Wednesday night.
Additional rain is forecast through the end of week, although the
rainfall amounts are not expected to rival the values from the
first part of the week. Rainfall and river stages will continue

PANHANDLE...
A front moving through the Panhandle today is bringing another
round of rain, heavy at times. Forty-eight hour totals beginning
early Tuesday morning show precipitation values expected to range
from 1.5 inches in the southern Panhandle to as much as 4 to 5
inches in the central Panhandle, and around 2 inches in the
northern channels. The heaviest rain bands will migrate from the
southern Panhandle into the northern and central Panhandle by
Tuesday night. Later Wednesday night, the entire system pushes
across the Panhandle.
Rivers, lakes, and streams will rise significantly, with several

...HEAVY RAIN EXPECTED MONDAY NIGHT THROUGH TUESDAY NIGHT ACROSS
MUCH OF THE PANHANDLE...
A front moving through the southern Panhandle tonight will bring
another round of rain, heavy at times. 36 hour totals beginning
tonight show precipitation values expected to range from 1.75
inches in the Southeastern Panhandle to as much as 2.5 inches in
the central Panhandle, and around 2 inches in the northern
channels. This system will push northward Tuesday night. Chances
of heavy precipitation will decrease toward the end of the week,
while showers will continue across the central Panhandle into
Wednesday morning.
Rivers, lakes, and streams will rise, but are expected to remain
below flood stage.
Additional rain is forecast through mid-week, however, details on
where and when additional heavy rain will fall are uncertain at
this time. Watch for follow up statements issued by this office.

State of Alaska Accepts Offer to Buy M/V Taku
(JUNEAU, Alaska) – The Alaska Department of Transportation
& Public Facilities (ADOT&PF) has
approved a bid from a Portland-based company,
KeyMar LLC, to buy the M/V Taku as-is for
$300,000. In addition to the sale price,
the State of Alaska retains roughly $500,000
worth of lifesaving and other equipment salvaged
off the M/V Taku. These will be used on the
new Alaska Class ferries and active ships
on an as-needed basis.
“With the value of the equipment the State
has already removed from the ship, we can
confidently say this offer was the best value
possible,” said Alaska Marine Highway System
General Manager Captain John Falvey. “We’re
happy to have a viable sale and to see the
vessel take on a new life down in Portland.”
The purchasing company, KeyMar LLC, offered
a sealed bid and vessel relocation plan on
Friday. Two other companies offered bids
of roughly $50,000. KeyMar LLC intends to
renovate and use the M/V Taku as a floating
hotel in Portland.
The M/V Taku is currently at a mooring facility
in Ward Cove in Ketchikan, Alaska. The State of Alaska certified the vessel
relocation plan yesterday. Vessel ownership and responsibility transfers
to the new owner when the purchase closes.
The sale closing date has not yet been set.
The M/V Taku was determined to be excess
to the needs of the state for ferry vessels
and outside the realm of what the state can
afford to maintain and operate in passenger
service with available funding. The vessel
was constructed in 1963 and faithfully operated
as a part of the Alaska Marine Highway System
for over 50 years. The M/V Taku was taken
out of service on June 23, 2015.

The weather radar on Biorka Island used by the National Weather
Service Forecast Office was brought down on Sep 12th and will be
down for approximately one week for technicians to install an
important technological upgrade. The work on the WSR-88D has been
scheduled to minimize any potential impacts to office operations and
will be delayed if hazardous weather is forecast.
During the outage, radar coverage will be unavailable.
A crew will install a new signal processor, which replaces
obsolete technology, improves processing speed and data quality,
provides added functionality, and supports IT security.
This is the first of four major upgrades, known as service life
extension projects, planned in the next five years to replace and
refurbish major components of the 20 year old WSR-88Ds and to keep
these radars operational into the 2030s. The $150M investment is
being made by the three organizations that use these radars, the
NOAA National Weather Service, United States Air Force and Federal
Aviation Administration. The other service life extension
projects include refurbishing the transmitter, pedestal, and
equipment shelters.
The tri-agency Radar Operations Center, which supports the
radars, estimates it will take about 10 months to upgrade the
signal processor on all 159 operational WSR-88Ds.

The weather radar on Biorka Island used by the National Weather
Service Forecast Office will be down for approximately one week
beginning on or about 12 Sep 2017 for technicians to install an
important technological upgrade. The work on the WSR-88D has been
scheduled to minimize any potential impacts to office operations
and will be delayed if hazardous weather is forecast.
During the outage, radar coverage will be unavailable.
A crew will install a new signal processor, which replaces
obsolete technology, improves processing speed and data quality,
provides added functionality, and supports IT security.
This is the first of four major upgrades, known as service life
extension projects, planned in the next five years to replace and
refurbish major components of the 20 year old WSR-88Ds and to keep
these radars operational into the 2030s. The $150M investment is
being made by the three organizations that use these radars, the
NOAA National Weather Service, United States Air Force and Federal
Aviation Administration. The other service life extension
projects include refurbishing the transmitter, pedestal, and
equipment shelters.
The tri-agency Radar Operations Center, which supports the
radars, estimates it will take about 10 months to upgrade the
signal processor on all 159 operational WSR-88Ds.

The National Weather Service in Juneau has
issued a
* Flood Advisory for... Heavy rainfall...
Around Mendenhall Lake in the Central Inner
Channels...
* Until noon AKDT Thursday
* At 1245 AM AKDT, river gauge reports indicate
rises in water levels
from heavy rain over the advisory area that
will cause minor
flooding. 0.59 inches of rain have fallen
in the last 3 hours.
Additional rainfall of one half to one inch
is expected over the
area through late tonight.
* For the Mendenhall Lake: At 1245 AM AKDT
the stage was 8.2 feet.
Flood stage is 9.0 feet.
Forecast: 9.0 to 9.2 feet by 9 AM Thursday.
Impacts: At 9.09 feet, water covers West
Glacier Spur Road between
Skaters Cabin and West Glacier Trailhead.
Also, water will flow
into the Mendenhall Lake Campground.

...HEAVY RAIN FOR PORTIONS OF THE NORTHERN PANHANDLE MONDAY...
Heavy rain is expected over portions of the northern Panhandle
from Pelican and Elfin Cove to Juneau through late Monday
afternoon as the band of heavier rains shifts westward. Rain
amounts of 1 to 4 inches are expected in this region.
Fast reacting streams such as the Salmon River in Gustavus and
Montana and Jordan Creeks in the Juneau area, to name a few, will
respond quickly with significant rises through this afternoon and
could reach bankfull levels this evening.
Another potential concern in the Juneau area is the runoff
draining into Mendenhall Lake and then the Mendenhall River. The
lake and river system reacts a little slower than the streams and
the crest may be Tuesday. The water levels at the lake may also
rise significantly as well, but not anticipating it to reach
bankfull.
The next batch of rain is not expected to move into the Panhandle
until Wednesday.

AND WEDNESDAY...
Heavy rain is forecast for portions of the Northern Panhandle
Monday and Wednesday. A frontal system over the Gulf of Alaska
Sunday evening will move slowly eastward then stall over the
eastern Gulf Monday. A stream of sub-tropical moisture will
produce persistent rain...heavy at times...on Monday. Rain will
diminish Monday night and Tuesday as the moisture stream shifts to
the west before moving east again Tuesday night into Wednesday.
Potential rain amounts for the area will range from 4 to 7 inches
through Wednesday.
This rain will cause significant rises on streams and rivers.

- NWS Summary of August 2017 Weather in Southeast
Alaska:
...Wetter than normal August with a brief return to summer temps...
Summer returned to southeast Alaska for the first week and a half at
the beginning of the month with daytime highs well above normal and
overnight lows also above normal for most locations except the
northeast Gulf coast. Some record highs were set as well during the
first week with temperatures rising to 80 degrees or above. In
total, at least 16 locations saw daytime highs during that first
week of 80 degrees or higher. Topping out the list of sites
experiencing truly hot temperatures was Skagway, which recorded 93
degrees for the daytime high on August 5th.
Summer warmth and dry weather was replaced with overly wet
conditions by the middle of the month. Soon thereafter, nearly all
locations had met or exceeded their normal monthly precipitation
totals. The exception was, once again, the northeast Gulf coast.
Yakutat did end the month with above normal precipitation, but that
did not occur until the last week of the month. Multiple daily
rainfall records were set. Ketchikan International Airport was
particularly notable with a three day total of over 9 inches and a
one day total of 4.18 inches on August 22nd. This smashed a 100 year
old record of 2.27 set back in 1917 and coincided with an
atmospheric river event that affected the entire panhandle.
Ketchikan also had the dubious distinction of experiencing the
rainiest summer on record with a 3-month total of 46.99 inches of
rain.

...HIGH WATER IN THE MENDENHALL VALLEY TODAY...
Heavy showers in the Montana Creek and Mendenhall Lake/River
areas have caused water levels to rise to bankfull approaching
minor Flood Stage. Montana Creek is around 14.0 this morning after
nights rainfall total and will remain about that level in the
morning. Showers are forecasted to decrease Friday morning and
water levels will fall rapidly.
Mendenhall Lake/River are also at high water levels, and may reach
minor flood stage of 9.0 feet this morning and then diminish in
the morning. A crest at this height will bring water to the West
Glacier Spur Road Friday Morning.
Persons recreating in the Mendenhall Valley should take
precautions for high water early this morning.
