WEDNESDAY THROUGH THURSDAY...
Potential for significant winds will increase over the northern
inner channels and out of interior passes of the northern
Panhandle Wednesday afternoon through early Thursday morning.
Strongest winds with gusts up to 45 mph are possible near Skagway
and along the Klondike Highway as well as near downtown Juneau
and Douglas Island beginning late Wednesday afternoon. These winds
will begin to diminish late in the evening. In addition strong
gale force winds of up to 40 kt are possible in northern Lynn
Canal during this timeframe.
Northerly winds will persist over the Panhandle through the week
which will act to keep afternoon temperatures in the 30s and over
night lows below freezing across the Panhandle. Black ice may form
on wet surfaces for the next few nights, especially in wind
sheltered areas.

eastern Alaska and low pressure building over southern British
Columbia will create the potential for significant winds over the
northern inner channels and out of interior passes of the northern
Panhandle Wednesday afternoon through early Thursday morning.
Strongest winds with gusts up to 45 mph are possible near Skagway
and along the Klondike Highway as well as near Downtown Juneau
and Douglas Island beginning late Wednesday afternoon. These winds
will begin to diminish late in the evening. In addition strong
gale force winds of up to 40 kt sustained wind speeds are
possible in northern Lynn Canal during this timeframe.

The heavy rain has ended and flood waters have receded, no longer
posing a threat to life or property. Please continue to heed any road
closures.
As of 10 pm AKDT Friday the river has dropped below moderate flood
stage of 10.5 feet and continues to fall. Water levels expected to
drop below minor flood stage of 9.7 feet by 3 am AKDT Saturday.
Jordan Creek crested at 11.0 feet at 2 pm AKDT Friday. Reports of
near 1 foot of water in parking lots and on Old Glacier Highway near
Jordan Creek. Some inundation of residential homes and businesses
along the creek also reported. 24 hour rainfall amounts of 2.5 to 4
inches were measured.

* At 114 PM AKDT, river gauge reports indicate large water level
rises from heavy rain over the warning area that is causing
impacts. Rivers and streams will continue to rise rapidly. 3 to 4
inches of rain have fallen in the last 30 hours. Additional
rainfall of around 1 inch is expected over the area through 3
pm.
* For the Jordan Creek: At 105 PM AKDT the stage was 10.9 feet.
Flood stage is 9.7 feet.
Forecast: 11.0 feet at 2 pm AKDT.
Impacts: There will be some inundation of structures and roads
near Jordan Creek, with more than one foot of water. Some
residential homes and commercial offices along the creek will see
significant flooding.

Heavy Rainfall... Around Jordan Creek in Juneau in the Central
Inner Channels...
* Until 415 PM AKDT Friday
* At 911 AM AKDT, river gauge reports indicate large water level
rises from heavy rain over the warning area that is causing
impacts. Rivers and streams will continue to rise rapidly. Two to
three inches of rain have fallen in the last 24 hours. Additional
rainfall of 1 to 2 inches is expected over the area through the
next 4 hours.
* For Jordan Creek: At 911 AM AKDT the stage was 10.4 feet.
Flood stage: 9.7 feet.
Forecast: 10.5 feet.
Impacts: There will be some inundation of structures and roads
near Jordan Creek, with more than one foot of water. Some
residential homes and commercial offices along the creek will see
significant flooding.

have fallen in the last 24 hours. Additional rainfall of 1 to 2
inches is expected over the basin in the next 5 hours.
* For the Jordan Creek: At 827 AM AKDT the stage was 10.2 feet.
Flood stage is 9.7 feet.

into the Eastern Gulf of Alaska on Thursday. Heavy rain will
spread over the area Thursday morning and persist through
Friday afternoon. Rain amounts will range from 2 inches near
Haines to over 7 inches near Pelican.
* The persistent heavy rain will saturate the soils and combine
with rising freezing levels to melt high elevation snow
resulting in the potential to produce significant runoff. The
runoff will cause significant fast rises on small creeks and
streams and could produce some flooding. At this time the
highest rain rates will be from Thursday afternoon through
Friday afternoon.

...SIGNIFICANT HEAVY RAIN EVENT TO AFFECT SOUTHEAST ALASKA...
A strong weather front will move into the Gulf of Alaska for
late this week. Heavy rain from the front will move into the
Northeast Gulf Coast Thursday morning, and then spread southeast
through Friday afternoon. Rainfall totals into the weekend of up
to 6 inches are expected near Yakutat. Between 3 and 5 inches of
rain are expected along the Icy Strait corridor from the outer
coast to Juneau. Between 2 and 3 inches are expected over the far
northern inner channels north of Icy Strait. This much rain, along
with rising snow levels, will cause significant rises on area
rivers and streams. No flooding is expected at this time, but this
will continue to be monitored. Stay tuned for later updates on
this event.

Moisture associated with a very deep and sharply defined upper
level trough is located south and west of the AK Panhandle as of
Tuesday evening. Upper level winds will transport this moisture
towards Southeast Alaska and the northeast Gulf coast by Thursday
morning. Heavy rain will spread inland over the following 24 hours
and then spread southeast through Friday afternoon. Precipitable
water values nearly 4 standard deviations above normal are
forecast, which will result in 48 hour rainfall totals in excess
of 6 inches near Yakutat. Between 3.5 and 4.5 inches of rain are
expected along the Icy Strait corridor from the outer coast to
Juneau. Between 2 and 3 inches are expected over the far northern
inner channels north of Icy Strait. This much rain, along with
rising snow levels, will cause significant rises on area rivers
and streams.
This developing situation will be monitored closely and periodic

significantly in the wake of this precipitation event, so
excessive high elevation snowmelt and the attendant risk of
flooding is not currently a concern.

Southeast Alaska:
...Mostly normal September with some notable temperature and
precip records...
Warm summer-like temperatures did not last long into September for
Southeast Alaska, but there were some records set. In the first week
of the month, temperatures rose to the mid 70s and even the low 80s
at spots from one end of the panhandle to the other. High
temperature records were set in Sitka, Annette, Ketchikan, Klawock,
and Yakutat. For the remainder of the month, daily highs and lows
trended around normal values with some non-record breaking
excursions above an below normal in the second and third weeks as
well as the very last few days of the month.
Heavy rain fell during the first week of the month and then again
during the fourth week as a result of two atmospheric river events.
Here too there were some daily records set for multi-inch daily
values. Flood advisories were issued for the Taiya River near
Skagway during both atmospheric river events and the Labor day
weekend was particularly wet with anywhere from 1 to 3 inches of
rain recorded across the Panhandle on the 4th of September. In spite
of the bookend atmospheric river heavy rain events, most locations
recorded near normal monthly accumulated precipitation. One notable
exception was Sitka, which came in well above normal for total
rainfall with over 15 inches of rain.

- My Dad was a Contracting Officer for over 20
years with the U.S. Forest Service and there
was a reason the laws for government contracting
were universally written to award contracts
to the lowest responsive bidder because of
a long history of rampant cronyism, corruption,
and political abuses of the prior system.
The competitive low bid system rewards innovation
and efficiency in the means of delivering
a project through many contractors having
the opportunity in an open marketplace to
bid. And yes I objected to the contracting
for the SLAM building and the two new Alaska
Class Ferries. We have no idea if we got
a good deal on those or got taken to the
cleaners because they were not bid competitively.
The key with low bid contracts is to have
quality bidding documents and to inspect,
inspect, inspect.
