- In a recent Juneau Empire Editorial Board piece it was stated: "Since the creation of the internet,
the federal government has required your
internet provider to treat all internet traffic
equally. Your internet company is not allowed to charge
you differently for what you do with your
internet, and they’re not allowed to slow
down or speed up particular traffic."
The above in bold is ABSOLUTELY NOT TRUE.
The internet was never regulated by the Federal
Government except being regulated as "information
services" under the FCC's rules,
rather than as "telecommunications services
which are policed more strictly. That is
until the Obama Administration in 2014, using
as a justification a 1934 law related to
telephone service, decided on a new policy
to regulate the industry as a utility, calling
it akin to telephone service. The issue went
to court and in 2016 in a 2-1 ruling, the
U.S. Court of Appeals for the D.C. Circuit
upheld the Obama Administration's reclassifying
internet service providers and imposing rules
that were mostly yet to be determined.

AMHS Service to Southeast Alaska and
Prince Rupert
(JUNEAU, Alaska) –The Alaska Marine Highway
System (AMHS) announced today that extended
repairs needed on the MV Malaspina will change winter ferry service for Southeast
Alaska and Prince Rupert.
The Malaspina went in for its annual overhaul and certification
on October 1, 2017 and was scheduled to
return
to service on December 22, 2017. During
the
overhaul, engineers determined that extensive
steel replacement was needed and that both
propeller hubs must be repaired. Because
shipyard space is limited and propeller
hubs
will take several months to complete, the
vessel is now scheduled to return to service
in late spring.
From December 22, 2017 to February 23, 2018,
the Columbia and LeConte will cover for the Malaspina. Most Southeast Alaska communities will receive
winter ferry service once a week and service
to Prince Rupert is canceled. At the end of February 2018, the Kennicott will return to service to cover for the
Malaspina and full ferry service to Southeast Alaska
and Prince Rupert will resume.
Affected passengers are already being notified
by AMHS staff.
"We know this is a big impact to communities
who rely on ferries for passenger travel
and cargo shipments. We rescheduled service
to maximize port calls with available
vessels and to offer communities full
service for spring events like Gold Medal,"
said Captain John Falvey, Alaska Marine Highway
General Manager. "We're disappointed
and trying to make the best of it for passengers."

...RECORD SNOW AMOUNTS FOR NOVEMBER 17 AND 18...
There were numerous daily COOP snowfall records across portions
of northern Southeast Alaska on November 17 and 18. Record
snowfall was recorded at the following locations:
Annex Creek recorded 11.7 inches on November 17, breaking the
previous record of 7.6 inches from 1959.
Juneau Lena Point near Juneau recorded 8.9 inches on November 17,
breaking the previous record of 5.8 inches from 2015.
Skagway recorded 5.5 inches on November 17, breaking the previous
record of 2.0 inches from 2009.
The Juneau Forecast Office recorded 10.8 inches on November 17,
breaking the previous record of 3.3 inches from 2003.
Downtown Juneau recorded 3.0 inches on November 17, breaking the

A low pressure system moving into the Northeast Gulf of Alaska
looks to move snow into portions of Southeast Alaska as early as
Thursday night or Friday. However, uncertainty regarding amounts
and areal extent of snow is still relatively high. The best chance
of precipitation lies along the coast and the southern and south-
central Panhandle; however, this is also a region that may
experience a changeover to rain and would therefore keep amounts
low. This includes Ketchikan, Sitka, Petersburg, and Wrangell. On
the contrary, confidence is lower for precipitation across the
northern and north-central Panhandle including Juneau and Haines.
While no changeover to rain is expected for this region, amounts
are also expected to be low. Nevertheless, a heavier band of snow
with more impactful amounts may set up somewhere in the central
Panhandle, but it is too early to speculate where. As confidence
rises, forecasts will provide more specifics.

...STRONG AUTUMN STORM TO AFFECT SOUTHEAST ALASKA TONIGHT THROUGH
TUESDAY AFTERNOON...
A storm force low will enter the eastern Gulf of Alaska tonight
with peak winds occurring over the coastal marine zones late
Monday afternoon. As marine winds over the Gulf begin to diminish,
winds over the inner channels will still be increasing through
Monday evening. Wide spread gales will impact the inner channels
through Monday night with storm force northerlies over northern
Lynn Canal lasting through most of the night. Marine winds on the
inside and outside are forecast to slowly diminish from Tuesday
morning through Wednesday morning. The exception will be northern
Lynn Canal, where gale force northerly winds persist through
Wednesday night.
Strong winds with gusts between 40 and 50 mph are also forecast
for numerous land areas across the Panhandle. Expect winds to
increase first along the southern half of the outer coast and
south of Frederick Sound on the inside Monday afternoon, then expand
north through Tuesday afternoon.
Cold surface air temperatures will result in the first snowfall of
the season for much of the Panhandle. Most likely areas for
accumulating snow near sea level will be between Icy Strait and
Frederick Sound on Monday night. Visibilities will be reduced in
blowing snow.
All modes of travel will be adversely impacted by this wind
event. Moored vessels and aircraft tied down outdoors will be
particularly vulnerable. Additionally, loose objects will be blown
around by strong, gusty winds.

MORNING...
A strong low pressure system and associated weather front with
winds speeds in excess of 50 kt will cross over the AK Gulf and
Panhandle Sunday night into Monday night. Winds will diminish
through Tuesday afternoon behind this system.
Winds are expected to increase through Sunday night over the AK
Gulf, peaking Monday into Monday afternoon with strong easterly
outflow. Inner channel winds will increase Monday and peak Monday
night. Strongest winds and gusts are expected out of channeled
terrain, through Cross Sound, and near Cape Decision Monday
night; Northern Lynn Canal is expected to reach storm force wind
speeds as well.
Strong winds are also expected within the southern panhandle land
areas between late Monday afternoon and early Tuesday morning.

Columbia is anchored in the Narrows and the Kennicott is remaining on station just south of the
Narrows. As of 10:30 a.m. today, the Kennicott is four hours behind schedule and the Columbia is nine hours behind schedule.
AMHS is contacting affected passengers through
the terminals. Revised schedules will
be disseminated after the fog clears and
the vessels are making way towards the next
port of call.

...STRONG NORTHERLY OUTFLOW WINDS AND COLDER TEMPERATURES
WEDNESDAY THROUGH THURSDAY...
Winds will be increasing over the northern inner channels and out
of interior passes of the northern Panhandle Wednesday. Strongest
winds are expected Wednesday evening with gusts up to 45 mph
possible near Skagway, along the Klondike Highway and near
downtown Juneau and Douglas. These winds will begin to diminish
late in the evening. In addition strong gale force winds of up to
40 kt are possible in northern Lynn Canal during this timeframe.
Winds are expected to diminish gradually on Thursday.
Northerly winds will persist over the Panhandle through the week
which will act to keep afternoon temperatures in the 30s and over
night lows below freezing across the Panhandle. Black ice may form
on wet surfaces for the next few nights, especially in wind
sheltered areas.

ATMOSPHERIC RIVER EVENT FOR SOUTHEAST ALASKA...
THE MOST IMPACTFUL EVENT OF OCTOBER 2017 CAME LATE IN THE MONTH WHEN
AN ATMOSPHERIC RIVER PRODUCED RECORD RAINFALL IN MANY LOCATIONS.
MOST NOTABLE WAS THE RECORD FLOODING ON JORDAN CREEK NEAR JUNEAU.
FLOOD WATERS THERE COVERED OLD GLACIER HIGHWAY WITH 6 OR MORE INCHES
OF RUNNING WATER. THE CREST OF 10.97 FEET LATE IN THE DAY OF THE
27TH OF OCTOBER WAS THE HIGHEST RECORDED SINCE THE JORDAN WAS
GAUGED. 48 HOUR RAINFALL TOTALS OF 3 OR MORE INCHES WERE RECORDED AT
29 SITES WITH POWDER PATCH AT THE EAGLECREST SKI AREA RECEIVING 7.94
INCHES. IN SPITE OF THIS VERY IMPRESSIVE RAIN EVENT, FEW LOCATIONS
ACROSS THE PANHANDLE RECORDED ABOVE NORMAL PRECIPITATION FOR THE
MONTH. THOSE THAT DID INCLUDE THE GREATER JUNEAU AREA, GUSTAVUS,
PELICAN, AND HOONAH.
TEMPERATURES FOR OCTOBER TRENDED AROUND NORMAL WITH A FEW EXCURSIONS
ABOVE NORMAL, AND A FEW MORE BELOW NORMAL. TEMPERATURES FELL BELOW
FREEZING AT LEAST 7 TIMES IN JUNEAU AND 8 TIMES IN YAKUTAT. THE
FIRST FREEZE OF THE SEASON HAS YET TO ARRIVE IN ANNETTE OR SITKA. A
TENTH OF AN INCH OF SNOW WAS RECORDED AT YAKUTAT ON THE 20TH OF THE
MONTH.
