Warning...which is in effect from 3 PM this afternoon to 6 am
akst Monday. The high wind watch is no longer in effect.

* Wind...northeast wind gusts to 65 mph.
* Timing...gusty winds will be increasing through the day
Saturday. 65 mph wind gusts are then expected to last through
Sunday night.

...Strong outflow winds expected this weekend...
Cold Arctic high pressure moving into the southern Yukon will
cause strong northerly outflow winds Saturday into Sunday. Gusts
in excess of 45 to 55 mph are expected near interior passes like
Lynn Canal...Taku Inlet...Disenchantment Bay...the passes east of
Yakutat and the Stikine River Valley. A mountain wave wind event
is also expected for downtown Juneau and Douglas this weekend with
gusts increasing throughout the day Saturday and peaking around 50
to 55 mph Saturday night and early Sunday.
Impacts. Expect some flying debris and sea spray in higher gusts.
Wind may also cause tree branches to fall onto power lines
disrupting power.

Small streams across Southeast Alaska rose in response to very heavy
rain over the past 48 hours with at least two achieving minor flood
stage. The Indian River near Sitka crested at 25.12 feet Wednesday
morning. Jordan Creek near Juneau crested at 9.73 feet Wednesday
afternoon. Stream and river stages remain elevated however most are
falling and none are expected to reach minor flood stage through at
least the next 24 hours.

Statement as of 4:01 PM AKST on January 21, 2015
...The Urban and Small Stream Flood Advisory remains in effect until
300 am akst Thursday for the northern Inner Channels and the
Ketchikan area...
At 322 PM akst...heavy rain and high freezing levels will continue
to cause local small streams to rise to minor flood stage. In the
past 24 hours rain amounts have ranged from 3 inches over the
northern half to 5-9 inches over the near Ketchikan. Heavy rain will
diminish near the Ketchikan area early this evening but persist over
the northern areas overnight. Additional rain amounts will range
from 1 to 2 inches with locally higher amounts.
The water levels on small streams will recede drop once the heavy
rain rates decrease and freezing levels begin to fall this
evening and overnight. High winds and moist soils will continue to
produce a high risk for mudslides near steep terrain. There has been
reports of minor mudslides in the Juneau and Haines areas...the
threat will remain high overnight.
In the Ketchikan area...heavy rains created increased flow in the
spillways of Ketchikan lakes dam resulting in high flows in
Ketchikan Creek and minor flooding near Freeman and Harris streets.
The dam is working as designed and there is no threat of failure at
this time. To repeat...there is no threat of failure of the
Ketchikan lakes dam at this time.
Jordan Creek near Juneau current stage of 9.72 feet is above minor
flood stage. Water level will continue to slowly rise but remain
below moderate flood stage of 10.5 feet. The Jordan Creek office parking
lots and residential driveways will be flooded. Montana Creek will
remain high through tonight with the heavy rain with possible
flooding of Montana Creek Road near the low water crossing.
Rain will cause considerable ponding of water in low lying areas,
near culverts, and along small creeks and drainages.
Precautionary/preparedness actions...
Mudslides remain possible in areas of steep terrain. All residents
on or near mountain slopes should be prepared to take action if
needed.
Storm drains should be kept clear of debris as much as possible.
Remain cautious when in low-lying areas...and report any minor
flooding to your law enforcement agency. They will relay your report
to the National Weather Service forecast office in Juneau.

...The Urban and Small Stream Flood Advisory remains in effect until
300 am akst Thursday for Southeast Alaska...
At 855 am akst...heavy rain and high freezing levels have caused
local small streams to rise rapidly overnight to near bankfull
conditions. In the past 24 hours rain amounts have ranged from 1.5
inches over the northern half to 3-6 inches over the southern half.
Heavy rain will continue through today and slowly diminish over
night from south to north. Additional rain amounts will range from 2
to 4 inches with locally higher amounts.
Local small streams will continue to rise through the day and go
over their banks by the afternoon. The water levels will drop once
the heavy rain rates decrease and freezing levels begin to fall this
evening and overnight. High winds and moist soils will continue to
produce a high risk for mudslides near steep terrain especially over
southern half today and northern half tonight.
Jordan Creek near Juneau current stage of 9.42 feet is near flood
stage of 9.7 feet and will go over its banks this afternoon and
impact The Jordan Creek office parking lots and residential
driveways. Montana Creek will also go over its banks this afternoon
and flood Montana Creek Road.
Indian River near Sitka and Staney Creek near Klawock will also go
over their banks through today.
Rain will cause considerable ponding of water in low lying areas,
near culverts, and along small creeks and drainages.
Precautionary/preparedness actions...
Mudslides remain possible in areas of steep terrain. All residents
on or near mountain slopes should be prepared.
Storm drains should be kept clear of debris as much as possible.
Remain cautious when in low-lying areas...and report any minor
flooding to your law enforcement agency. They will relay your report
to the National Weather Service forecast office in Juneau.

Alaska Panhandle

* at 300 PM akst heavy rainfall has occurred on Tuesday. 12 hour
rainfall amounts are ranging from 0.27 inches at the Juneau Airport
to 3.16 inches at the Ketchikan Airport. As of 3 PM Tuesday freezing
levels are as high as 5000 feet at Annette to near the surface at
Skagway.
* Impacts. Small streams and drainage ditches will approach or
exceed bankfull Tuesday night. Major rivers will not flood due to
the low water levels at the beginning of this event. Culverts may be
plugged due to winter debris. Mudslides and landslides are possible
due to the continued heavy rain combined with wind moving tree
roots. The soil is saturated. Standing water will accumulate on
roads.
Precautionary/preparedness actions...
Stay away from steep Barren hillsides due to the mudslide danger.
Storm drains should be kept clear of debris as much as possible.
Remain cautious when in low-lying areas...and report any minor

Another warm moist weather system will move over the Panhandle
Tuesday through Wednesday. This weather system will drive strong
winds combined with unseasonable amounts of rain at lower
elevations. This will also cause significant amounts of snow to
fall along the Klondike and Haines highways on Tuesday. Separate
hazardous weather alerts have been issued for snow on these
roads.
Heavy precipitation will begin in the south and move northward
early Tuesday morning. Areas will observe a range of an inch to an
inch and one half of rainfall Tuesday...followed by up to 2 inches
Tuesday night and up to an inch and a half on Wednesday. Expect
winds 40 to 55 mph on Tuesday.
Impacts - expect small streams to rise and approach bank full by
Tuesday afternoon. Major rivers will not rise rapidly due to the low

Strong winds were felt around the area with the strongest winds
in the downtown Juneau and Douglas area. Wind gusts have fallen
to around 45 mph and will continue to diminish overnight. A few
higher gusts are possible through the evening hours.
The highest wind for this event was reported at the
Douglas Boat Harbor of 78 mph late Saturday afternoon. The
Federal Building winds reached 64 mph and the AML dock peaked at
62 mph.
There were reports of broken car windows...an over turned
port-a-potty and a loss of siding from a residential house.

Editor's Opinion: Marijuana is STILL illegal because
of Federal law (regardless of the Obama
administration
illegally ignoring the law) which in the
past has always trumped State laws. But
since
marijuana is now PC by the media and some
of the public, the state and local politicians
and un-elected officials ignore that; but
when the Feds mandate wetlands protections,
the state and local governments say "We
have no choice in complying, it's Federal
law". If you want marijuana legal,
challenge
the Federal law in court or work to have
the law changed. In Alaska I would like
the
elected officials to remember 47% of the
voters voted AGAINST the initiative; the

WARMEST DAY OF THE MONTH WAS ON THE 15TH WITH THE MERCURY TOPPING OUT AT 46 DEGREES
WITH THE COLDEST TEMPERATURE ON THE 1ST WITH A LOW TEMPERATURE OF 9 DEGREES. THERE
WERE 13 DAYS THAT NEVER SAW BELOW FREEZING TEMPERATURES AND 11 DAYS WITH HIGH
TEMPERATURES REACHING INTO THE 40S.

INCHES BELOW NORMAL. THE COMBINATION OF WARM TEMPERATURES AND LOWER PRECIPITATION
AMOUNTS MADE FOR LOW SNOWFALL AMOUNTS...ALONG WITH MOST OF THE WETTEST DAYS BEING
TOO WARM FOR SNOW. THIS PLACES THIS DECEMBER AS THE 5TH LEAST AMOUNT OF SNOWFALL ON
THE BOOKS. HAIL AS REPORTED ON CHRISTMAS EVE.
FOG PLAGUED THE AREA ON 28 OF THE 31 DAYS IN DECEMBER...11 OF WHICH HAD DENSE FOG
WITH VISIBILITY AT A QUARTER OF MILE OR LESS.
